James E. Clark; Founder and CEO
James E. Clark is a highly accomplished and dedicated professional, bringing nearly two decades of experience to the field of adult residential care. With a proven commitment to excellence and a deep understanding of the unique needs of individuals with behavioral and mental disabilities, Mr. Clark has established himself as a leader in the industry. His extensive background encompasses all facets of facility management, from operational oversight to strategic planning, making him a valuable asset in creating and maintaining supportive and enriching environments.
As the Founder/CEO/Administrator of Jay Homes, Inc., Clark Family Residential Inc, and First Care SLS, Mr. Clark is responsible for the comprehensive management of multiple residential facilities and supportive living sites. In this capacity, he oversees all aspects of facility operations, including financial management, regulatory compliance, and staff training and development. He expertly manages payroll, accounting, and reporting, ensuring the financial health and operational efficiency of each facility. Mr. Clark also serves as a key liaison between counselors, staff, and clients, fostering strong communication and collaboration to ensure the highest quality of care.
A key strength of Mr. Clark's is his ability to cultivate positive and supportive environments. He has a talent for building strong teams and creating an atmosphere of mutual respect and understanding among staff. He is adept at implementing programs and policies that prioritize client safety, employee security, and ongoing staff development. His commitment to adhering to Title 17 and Title 22 regulations, along with his hands-on approach, ensures that all facilities under his management consistently meet and exceed industry standards.
Prior to his current roles, Mr. Clark served as the Facility Group Home Manager at Quality Group Home, Inc., where he honed his skills in managing high-risk populations and navigating complex challenges. He has experience working with individuals with a range of needs, including those with conduct disorders and those requiring psychotropic medication management. His experience also includes providing successful counseling sessions to adolescent clients.
Beyond his operational expertise, Mr. Clark is actively involved in the broader community. He served as the Chairman of the Vendor Advisory Committee/CVRC from June 2022 to June 2024, where he provided guidance and recommendations to the board, contributing to the overall improvement of services for residents.
Mr. Clark’s educational background includes coursework in Business Management at the University of Phoenix and Business studies at Johnson County Community College. He also holds a Materials Handling Specialist Certification from the US Army National Guard, where he served with honors.
